FAQ – Parking

Parking inside the complex is very limited and must be shared but all 53 units.  The expectation is that you will keep your cars parked inside your garage.  Using your garage for storage is not a valid reason to park in community spaces.

SAFE-LISTING A VEHICLE

Guests may park in the common areas but must be permitted for each night of their stay. Each unit is allowed a maximum of 10 safelists in a 90-day rolling period. For instructions on Safe Listing a vehicle, download and follow the instructions in the “Promenade Villas – Safe Listing” PDF.

PARKING PERMITS

The Promenade Villas Homeowners Association has contracted security patrols and parking enforcement to Patrol Masters. Under contract, they will be managing our vehicle parking permits (both permanent and temporary), parking citations and vehicle towing.

Vehicle Parking Permits are ‘virtual’ using your license plate to identify your vehicle. Resident parking permits are issued to residents on a limited basis and require a monthly fee. Residents must utilize their garage space (2 vehicles) first, before obtaining a permit to park in the common area parking. In general, parking permits are only issued where there are 3 or more licensed drivers living in the household, each having a vehicle. Some exceptions can me made. RESIDENTIAL HANDBOOK RULES FOR PARKING

These are the parking rules specified in the Residential Handbook:

  1. No vehicle shall travel faster than 10 miles per hour within the Promenade Villas.
  2. All drivers must obey all posted signs and must drive with due caution at all times.
  3. To protect our homes and families, all fire lanes and access drives shall remain free and clear of all obstructions, and shall be available for use at all times. No- vehicle- is allowed to park in a fire lane, m a red zone, along any curbs or in front of iron gates (including a vehicle parked with its wheels over a curb or sidewalk to reduce the obstruction).  Any such vehicle may be cited by the police and towed at the owner’s expense (action by the police does not preclude action by the Disciplinary Committee).
  4. No vehicles or objects shall be permitted to remain upon or parked at any time on any portion of the streets or rights of way as shown on the recorded map of the property, except in the parking areas expressly provided.
  5. In order to ensure adequate parking for our guests, residents must use their garages to park at least two vehicles. Garages shall be used for the purpose of parking motorized vehicles (including motorcycles), and boat trailers, and for storage purposes (except that such storage shall not impair or interfere with the use of such garage in the parking of at least two automobiles). Residents may park their third vehicles m common area parking spaces or in the parking lot east of the Bank of America.
  6. Residents may not use common area parking spaces to store their vehicles. Vehicles may not be parked for more than seventy-two consecutive hours. Merely moving the vehicle to a different parking space within the Promenade Villas or turning the vehicle around will not extend the seventy-two hour period. Residents must store their vehicles m their garages or someplace other than m the Promenade Villas.
  7. Residents should advise their guests to park m common area parking spaces or in the parking lot east of the Bank of America.
  8. No trailer, Camper, mobile home, commercial vehicle, truck (other than a standard size pickup truck), inoperable motor vehicle, recreational vehicle, boat or similar equipment is permitted to remain upon any area within the Promenade Villas, unless it placed within a garage. Commercial vehicles do not include sedans or standard sized pickup trucks which are used for business and personal use, provided any signs or markings are unobtrusive and inoffensive as determined by the Board. The vehicles described above may be stored temporarily (for no more than twenty-four hours) in a common area parking space. Merely moving the vehicle, etc., to a different parking place within the Promenade Villas will not extend the-twenty-four hour period. Exceptions are made for the vehicles of contractors actively providing services to the Association or to residents.
  9. No motorized vehicle, including but not limited to a car, truck, motorcycle or motorbike, may be parked on a sidewalk. The owner of the townhome whose
    occupant, guest or contractor parks a vehicle on a sidewalk shall be responsible for the removal any oi stains, tire marks or other substances left by the vehicle.
  10. No noisy or smoky vehicles, off road, or unlicensed vehicles shall be operated on the property.
  11. No vehicle may be dismantled, rebuilt, repaired, services or repainted except within a closed garage.

NOTICE: Vehicles parked in violation of these rules, blocking an access, in a handicapped space without a permit, or within fifteen feet of a hydrant may be towed away at owners expense in accordance with California, Vehicle Code Section 22658.
